Circulation
- No book or library material may be brought out of the LIC until the Check-out has been processed.
- Library users are responsible for the safekeeping and return of library materials issued in their name.
- Library materials shall be returned on or before the due date or earlier if the borrower is notified that an item is required by another user.
- Delinquent borrowers are not allowed to borrow any library material unless all library accounts are settled.
- Official time for determining fines on overdue books and for other purposes will be read according to the time determined in the computer system at the LIC. Should the system be down, the correct time will be determined by the library staff at the Circulation Desk.
- Payments for overdue fines and lost library materials should be made at the Cashier’s Office. Receipt for any payment made must be presented to the Circulation Librarian where the book was borrowed.
- Regular courtesy notices and overdue notices are sent as a reminder only and library will not be responsible for non-delivery under whatever circumstances.
- Failure to receive any notice sent does not relieve a borrower from their responsibility to return library materials by the date due.
- Unauthorized removal of the library materials is regarded as a very serious offense.

Lossess or Damages
- It is a serious offense to mutilate, damage, misplace or refuse to return library material. Underlining, marking, folding of pages in the book, etc. are strictly prohibited.
- A lost or damaged book must be reported at once to the Circulation librarian or other librarian on duty to avoid accumulation of fines. Replacement with the same title or another related title subject to the approval of the Director of LIC or undertake to pay the current market price of the latest edition of the lost item plus a processing fee of PhP200.00 and the accrued fines if there is any.
- Failure to replace or pay lost or damaged book within the allowed period means suspension of borrowing privileges.
- Any attempt to steal library properties is a serious offense and will result in disciplinary procedures and other appropriate actions.
AV and Multimedia Services
- Advanced booking is necessary to use the AVR. Service Request/Reservation Slip on the use of the LIC-AVR/Multimedia & Preview Rooms must be submitted three (3) days before the date of use.
- Borrowers of AV/Multimedia materials like VHS,VCD,DVD, CD-ROMS, and other media equipment should take full responsibility for any damage or loss arising directly or indirectly from the use of such materials. These are for LIC and classroom use within the campus only.
- Users are not permitted to use the computers and multimedia equipment for unauthorized purposes or non-academic related activities. Any attempt to mutilate, damage or steal will result in disciplinary action.
- Students may use Audiovisual Room only with recommendation from, or accompanied by faculty and LIC Staff.
- Notice of cancellation or rescheduling shall be given immediately to the Multimedia Librarian.
Behavior and Conduct
- Loud conversations are not allowed.
- Food and drinks, with the exception of bottled water and drinks, may not be consumed in the LIC.
- Indecent behavior and sleeping in the LIC are strictly prohibited.
- Users are not permitted to make or take telephone calls within the LIC. Mobile phones shall be switched to silent mode while inside the LIC premises
- Moving library furniture from its designated place is strictly prohibited.
- Plate making, scrapbook making, charging of laptop other than designated area/cell phones, littering, loitering, watching movies and games are strictly prohibited.
- Proper decorum should be observed while inside the LIC premises.
Internet Services
- The internet shall be used only for research and the acquisition of information to address their educational, vocational and cultural needs.
- Users are allowed to surf/browse for one (1) hour per day only as to accommodate other users.
- Users are not allowed to install or uninstall any programs in the computer.
- Misuse of LIC computers shall result to the loss of privileges.
Safety and Security
- The LIC is under camera surveillance.
- Do not leave your possessions unattended at any time.
- All users are required to deposit their bags, backpacks, attaché cases, folders, binders, envelopes at the Depository Counter except for the valuables (money, jewelries, cell phone, laptop, ipad, calculators, and other gadgets).
- The LIC will not be held liable for lost and/or the safety of any personal property left within the Center. Unclaimed and lost property found are to be handed over to the Supervisor of the Readers’ Services.
- Deposit Claim Card (DCC) should not be brought out of the LIC premises. A fine of Php100.00 will be charged for a lost card. Payment is to be done at the Cashiering Office and the Official Receipt is to be presented to the librarian on duty.
- Behavior or actions which interfere with the use of the Center by other patrons are forbidden and will be reported to the Security Office and disciplinary action may be taken.
Technical Services
Library operations concerned with the acquisition, organization and maintenance of the library collection
Acquisition
Handles the development of print and non-print collection of the LIC by selection, ordering and purchasing of library materials in cooperation with the faculty and staff of the university.
Cataloging
Centralized system that takes care of the organization of library materials through bibliographic description, classification and mechanical processing of library materials to facilitate access to all materials that the library holds and acquires. Responsible in the maintenance of the OPAC, Destiny database, shelf-list, and union catalog of the LIC.
Preservation and Conservation
Handles the maintenance of library materials through mending and repair.
Preservation includes all activities associated with the maintenance of resources and preservation of information content.
Conservation refers to the treatment of the physical items themselves in order to extend their usable life through binding and repair.
Abstracting and Indexing Service
Organizes information to make it more readily available and easily retrievable to users through abstracts and indexes.
Reader's Services
Oversees the operations of all the programs, services, and facilities that concern the information needs of UM faculty and students.
Circulation Services
Responsible for the checking out (borrowing), checking in (returning), renewal, recall and overdue fines computation of library materials through the circulation desk.
Reserve Section Services
Reserve collections consist of high demand materials or course-required reading materials selected by instructors for use by students enrolled in specific courses.
Research and Reference Assistance Service
This service provides assistance, guidance, and instruction to users in accessing and retrieving information as well as help users prepare bibliography of all forms of information resources.
Periodical Services
Provide local and foreign journals, magazines, newspapers; and, clippings from newspapers and ephemeral materials. Periodical materials with completed issues are bound and indexed for easy access.
Provision of Filipiniana materials
LIC provides books on various subjects or topics in Philippine setting, or any topic related to the Philippines regardless of author and imprint.
Inter-Library and Referral Services
Provide referral letters for students planning to use the library facilities of other institutions. Certifications may be requested and can be claimed the following day.
Current Awareness Service
Provides updates to new acquisitions and events of the LIC through bulletin board display.
Current Awareness Service
Instructional program that aims to teach patrons on how to locate the information they need quickly and effectively as well as provide awareness on the policies and guidelines on the use of the various library services and facilities.
Bibliography Making
Teach students how to write a bibliography for a research paper.
Online Database Instruction
Teach students how to access and create account on the subscribed online databases namely: Proquest Central, Proquest Ebook Central, Philippine E-journal, Gale Reference Complete, Oxford Reference, ACM Digital Library, Wiley Online Library, and ePlatform.
ICT Services
Internet Services
Provides facility to access the internet and the online databases subscribed by the LIC.
Free Wi-Fi
There are Wi-Fi spots distributed in the campus. Students will just connect with the UMBCWireless, request a voucher code and surf for one hour every day.
Onlince Public Access Catalog
The electronic version of the card catalog. It is an organized and searchable collection of records of library resources; this will help library users locate a particular item in the library. This can be accessed anytime and anywhere as long as there is internet connection.
Entrance Monitoring Service
An automated sytem that captures data of registered users entering the library premises for the purpose of efficiently, accurately & expeditiously record library attendance. Users are requested to scan their IDs upon entering the LIC.

- Engage in staff development activities that will enable library staff to continuously improve services in an ever-changing information environment;
- Collaborate with libraries and other educational institutions outside of UM to strengthen resources and services available to students, faculty and staff;
- Develop library programs that uplift literacy and build learners reading culture in the community; and
- Organize literatures on Mindanao and the institution’s publications, memorabilia, artifacts, etc. for the preservation and conservation of cultural heritage reading materials.
