This study aimed to assess the leadership capabilities and competence in legislation procedure of the barangay official in Digos City. It also sought to investigate whether leadership capabilities composed of attributed charisma, idealized influence, inspirational motivation, individualized consideration, and intellectual stimulation have significant relationship and influence with and on the barangay officials in legislation procedures. Descriptive correlational methods was used and primary data were gathered through the use of survey questionnaires distributed to 104 incumbent barangay officials of Digos City for the term 2013-2016. Weighted mean, Pearson product moment correlation, and regression were used as statistical methods to address the problems in the study. Results revealed that the barangay official of Digos City are highly-capable in term of leadership. The barangay officials were found to be competent in terms of legislation procedures as provided for by Republic Act 7160. Correlational analysis revealed leadership capabilities to significantly and positively correlate with competence in legislation procedures. Regression analysis revealed that leadership capabilities in term of intellectual stimulation, inspirational motivation and attributed charisma have significant influence on the competence of barangay official in legislation procedures.
